Spill Prevention (SPCC) Plans

What is it?
A Spill Prevention, Control, and Countermeasure (SPCC) Plan is required by EPA (40 CFR 112) for non-transportation related facilities that store, use, or refine oil including petroleum, fuel, vegetable, or animal oil to prevent discharges into navigable waters. This plan is required if at least 1,320 gallons of oil is stored aboveground tanks, or at least 42,000 gallons of oil is belowground.
Who needs this service?
- Industrial/Commercial Facilities: Manufacturing plants, warehouses, and factories.
- Farms/Agricultural Operations: Farms storing fuel, oil, or edible oils/fats above the threshold.
- Oil & Gas Industry: Drilling, production, gathering, and refining operations.
- Other Sites: Marinas, construction sites, and facilities with large backup generators or hydraulic systems.
What does it include?
- Site Audit: Inventory of all oil storage containers.
- Containment Design: Calculating secondary containment capacity.
- Response Planning: Spill response procedures and contact lists.
Why is it important?
Preventing oil spills protects the environment and avoids massive cleanup costs and fines. The plan must be certified by a Professional Engineer (PE). Ignoring this requirement can lead to costly delays, enforcement actions, or permanent impacts on project viability.
Deliverables
- PE-Certified SPCC Plan: A compliant, site-specific document
