A gopher tortoise survey is an environmental assessment conducted to locate and identify active or inactive burrows on a property. It helps determine whether gopher tortoises, a state-threatened species, may be present and if any permitting or mitigation steps are required before construction or land development can proceed.

Why do I need a Gopher Tortoise Survey?
Many county and city agencies require a gopher tortoise survey as part of the building permit approval process if burrows are suspected on or near your property. The Florida Fish and Wildlife Conservation Commission (FWC) mandates that disturbing burrows without a permit can result in fines and project delays. Submitting a survey report helps address permitting holds and ensures compliance with environmental regulations.
What happens if the burrow is inactive or not a gopher tortoise burrow?
If our survey confirms that the burrow is inactive or belongs to another animal, we issue a report certifying the findings. This report can be submitted to the county or relevant regulatory body to remove the permit hold and allow the project to proceed without further delays.
What if the burrow is occupied?
If we confirm that the burrow is actively occupied by a gopher tortoise, we will work closely with you to determine the best mitigation strategy. Options include avoiding the Burrow or relocating the tortoise. See our Gopher Tortoise Permitting and Relocation Services.
What is included in the survey report?
Our comprehensive report includes:
- Site survey results, including the number and status of burrows (active or inactive).
- Photographic documentation and detailed maps of burrow locations.
- Recommendations for mitigation options if active burrows are found.
Note: Per FWC guidance, our surveys are only valid for 90 days. A reviewer may also request a new survey at their discretion.
How long does a Gopher Tortoise Survey take?
We typically complete the survey within 5 business days, depending on the size and complexity of the site. We understand the importance of your project timeline and strive to minimize delays by delivering fast, reliable results.
What should I do next?
If your permit application has been flagged for potential gopher tortoise burrows, contact us to schedule a survey. Our team will conduct the inspection, guide you through mitigation steps, and provide all the necessary documentation to keep your project moving forward.
